Our Journey

  • 1988

    Since her abuse in the 1970’s Judi Noble started dreaming of a ministry for women coming out of abuse.

  • 1990

    In 1993, Judi received a prophetic word about God giving her a women’s ministry in her 50’s. The image was a mother eagle feeding baby birds. In the image, Judi had the number eight on her back, representing new beginnings. The following year, she went to Alaska and received another word about starting a ministry. God gave her the scripture Isaiah 40:31, and the name “Eagle’s Wings” as two Eagles flew overhead. During the next five years she began the process of starting a nonprofit, obtaining the 501c3 exemption status, and forming the Board of Directors.

  • 2000

    In 2001, Eagle’s Wings hosted its first “Love Does No Harm” seminar and began offering support groups, with 35 women attending the first group. Eagle’s Wings continued to expand support groups and mentoring services including the conception of a codependency group.

  • 2010

    Eagle’s Wings expands support groups to 3 counties in Southern California.Eagle’s Wings began a mentorship training program and has been graduating mentors ever since.

  • 2020

    Eagle’s Wings releases the revised edition of the “Love Does No Harm” curriculum. Eagle’s Wings expands the ministry to Africa.

  • 2026

    Eagles Wings is entering an exciting new chapter. With Tawni stepping in as Executive Director, the organization is embracing a fresh vision and renewed energy — built upon the incredible foundation laid by Judi's years of faithful and dedicated work. New groups and events are launching nationwide, mentorship teams are forming to ensure survivors always have someone to answer their call, and the reach of this mission is growing. The heart remains the same; the impact is expanding.

    Looking Ahead the vision for Eagles Wings reaches far beyond our borders. We are working towards a future where support groups, survivor workshops, and events exist in every state — and where our message of hope and healing extends to international communities around the world. Domestic violence knows no boundaries; it crosses every culture, country, and community. Through conferences, training events, and an ever-growing network of advocates, Eagles Wings is committed to meeting that need wherever it exists.

EaglesWings brings hope and healing to survivors of domestic violence and abuse in all its forms — emotional, financial, and psychological. We advocate, educate, and empower women to discover their true value and worth, providing physical, emotional, and spiritual support to those seeking freedom and restoration. We believe every person deserves to be treated with dignity, honor, and respect, and we connect survivors to the community resources they need.

Eagles Wings equips community leaders to support women in abusive relationships through the Love Does No Harm curriculum — a safe, empowering support group experience designed to help women overcome domestic violence. We serve with compassion and honor Jesus in all we do.

Our vision is to break the generational cycle of violence in families across our nation and around the world, so every person can experience true peace in the love of God.

Below, our Executive Director shares her story — as a survivor and the driving force behind Eagles Wings — and why she is passionate about bringing hope to women who are hurting. She is equally passionate about equipping leaders in churches and places of worship to recognize the signs of abuse, respond with compassion, and walk alongside those in their congregations who are suffering in silence.

Tawni Carney

Executive Director

Fun fact: Loves the beach and her kids.

Tawni  is a single mother of three whose path blends creativity, ministry, and healing. She began in fashion design before serving as a Children's Pastor in Costa Mesa for three years and founding Gang of Arrows, a life-skills program helping kids believe their "hands are made for good." For over 20 years, she has ministered to women throughout Orange County. Today, Tawni serves as Executive Director of Eagle's Wings Ministries, carrying a deep faith in God's power to restore.

Judi Noble

Fun fact: Author, cancer and abuse survivor.

Judi Noble is the Founder of Eagle’s Wings Ministries in Upland, California. She is a survivor of domestic abuse and has served as Executive Director for over 28 years, helping hundreds of women find their voice. She is the author of Radical Reconciliation, A Story of Overcoming Domestic Violence and the Love Does No Harm curriculum. Judi is a deeply committed Christian and the joy of her life is her son, Jeff.

Penelope Atkinson

Board Member

Fun fact: British and loves to travel.​

 

Penelope brings a wealth of experience from her career in corporate and church administration. Despite 38 years of happy marriage, her work as a Life Coach revealed the deep impact of church-based trauma and marital abuse, inspiring her to join our mission. She provides donation-based coaching to help survivors navigate complex life challenges and oversees our dedicated team of volunteer mentors who support participants throughout their recovery journey.
